The 1650s, John Cook in particular, the Solicitor General who prosecuted Charles I, he ends up in Munster.

as a radical lawyer, and we never really think about the Cromwellians as doing good things or positive things in Ireland, probably for a very good reason for the most part, but there's a real effort from somebody like Cook to reform the law, to make it affordable.

He makes a point of saying we can make the law accessible to the poorer people.
