The complaints about certain cargo spilling onto roadways in the Steubenville area have raised concerns about safety, responsibility, and where the material can end up.

The officials say the issue has drawn increased attention in recent weeks as reports have come in about cargo being lost from trailers along state routes, including exit ramps and areas where the trucks park overnight.
