我不觉得是没有影响的。始终呢,这一个的政策啦,是一个原本运行了二三十年的制度,基本上对澳洲大部分的楼市板块都一定至少在情绪上啦,是会有很大的影响。但是呢,市区的游戏规则,和一些偏远地区的游戏规则是完全不一样。首府城市呢,其实好多时候,那里买房的人,会比较多是属于自住人士,又或者是跨州移民啊,海外的移民的人士。而基本上呢,对他们的影响是相对小,因为本身资本增值税,和这个负扣税呢,只是集中在,在投资者身上的。好多的这些市区的投资物业在用旧制,所以呢,会令到在市区首府城市,以前买下的房的人呢,反而呢,他们的持有的年份呢,可能会更加,更加长。因为呢,其实大家如果好简单 search 一个叫做,呃,locking effect 呢,你就会见到啦,三四年前在市区,或者十年前买市区的物业,你一直可以沿用旧制去做到负扣税。但是如果你卖走了这个在首府城市的物业的投资,然后转去一些其他任何一个城市,或者偏远地区的话呢,你就从此会丧失了这一个的负扣税的资格。那么所以呢,相信啦,会锁定了很多投资者在,呃,一些的,你所讲的市区里面的投资物业。那么而且呢,在市区啦,就是大家都知道的,大家想住的地方,当然是越近市区,人口越多,就有越多自住人士的。那一类的物业呢,相对,我觉得影响呢,是比较短期,而且是一些情绪来的。我就不太担心呢,对这些市区会有好大的影响。我相信呢,过了这个情绪呢,基本上你不需要太担心啦,那个房价是会有好大幅度的下滑。短期的,可能 within 2到3%的一些的 fluctuation,这些是在市场上基本上是好正常的事。但是你说,啊,一个好大的 collapse 呢,我相信在比较多人口啊,持续有移民的市场里面呢,基本上不会见到有一个好明显的崩盘。

我,我并不觉得有付购税或者有这个资本增值税是不公平的。因为本身呢,呃,你自己有钱,你在某一个时间去投入一个市场,去做一个投资,是你自己个人的考量和决定。赚钱的时候交某一部分的税是应该的。反过来说,如果楼市是下滑的时候,政府又会不会给回钱这些投资者呢?所以我并不赞成去改革这个付购税,对市场更加公平。因为大家都是辛辛苦苦去赚的钱回来,我有钱我去做自己的投资,在某一个时间点,我其实是要承受风险的。那但是如果他说,哦,我要收回的,那不要紧,那我也都觉得政府是,呃,在某一个程度上它是公平的。公平的原因就是它将你之前所赚得的,呃,就是资本增值税,它用回旧有的计法,那我觉得这个的安排是好的。我自己未必会很快去,呃,评估这一件事。因为呢,始终这个游戏规则是一个很新很新,对运行了二三十年的一个制度,现在重新基本上是炒起整件事,重新去设一个游戏规则。没错,在澳洲呢,呃,坦白讲呢,我会觉得现在呢,在这个情绪上面呢,是为整个市场淋了一盆冷水的。但是淋一盆冷水呢,其实未必是一件坏事,因为呢,不是楼市一定一直升呢就是一件好事。这个市场情绪过热呢,好像去年呢第四季出这个,呃, five percent deposit scheme 的时候呢,其实我的心呢,还更加惊恐的,因为呢,究竟这个楼市会冲到什么地步呢,是很危险的。相反我反过来看呢,它淋了一盆冷水,大家冷静一下,大家重新去部署整个的投资的计划。这个呢,我反而觉得呢,在这个角度呢,是一件好事。那但是会不会用力过猛呢,令到整个市场是崩盘啊,其实需要时间去验证,也都不是在它出了台的,呃,这个政策两天之后,我们就可以去 judge。其实呢,现在这个的政策里面呢,如果你看政府的网页呢,其实只有几句,里面其实有很多细节上的东西呢,是未能够呢,是厘清得到。我举一个例子,其实我有问过一些 accountant,如果你现在是一个 new built 的自住物业,但是去到2027年7月1号前,你将它由这个自住物业转成这个投资物业,究竟它是沿用旧的制度,还是新制度。我问过几个 accountant,其实大家都未有一个很清楚的共识。那所以呢,其实有很多细节上的东西呢,我相信无论是政府或者业界里面啦,都需要更多时间啦,去观察,以及去看下究竟这个政策怎么走下去。
