Chapter thirteen A: Imperialism in Southern Asia, part one.

Subsection: From Chartered Company to Empire.

It was the settlement of Upper Canada that rendered the Quebec Act of seventeen seventy-four obsolete and made necessary the Constitutional Act of seventeen ninety-one, which granted to the Canada's representative assemblies.

The Loyalists were Tories and Imperialists, but in the colonies from which they came, they had been accustomed to a very advanced type of democratic government, and it was not to be expected that they would quietly reconcile themselves in their new home to the arbitrary system of the Quebec Act.

The French Canadians, on the other hand, had not been accustomed to representative institutions and did not desire them.

But when Upper Canada was granted an assembly, it was impossible not to grant an assembly to Lower Canada too.

Part Two.

Imperialism or the Mistake about Man.

Chapter One.

The Charm of Jingoism.

But popular imperialism in England has very little to do with the sort of Caesarean imperialism I wish to sketch.

I differ from the colonial idealism of Rhodes and Kipling, but I do not think, as some of its opponents do, that it is an insolent creation of English harshness and rapacity.

Imperialism, I think, is a fiction created not by English hardness, but by English softness, nay, in a sense, even by English kindness.

The reasons for believing in Australia are mostly as sentimental as the most sentimental reasons for believing in heaven.

On March 30, 1630, the French had captured Pinerolo, the fortress commanding the exit of the chief pass from Dauphiné into Italy.

The Spaniards and Imperialists offered to negotiate, and Mazarin, who was employed as papal legate, attracted the notice of the French cardinal.

The negotiations came to nothing, as Richelieu refused to yield Pinerolo.

When later in the year Casale, besieged by Spinola, was hard pressed, Mazarin, in the absence of Richelieu, who had returned to France, arranged a truce at Rivalta on September 4, very much to the advantage of the beleaguered garrison.

The same year that saw the conclusion of the Peace of Oliva witnessed the departure of a French expedition to aid Venice in her war against Turkey and to repress piracy in the Barbary States.

The French ambassador at Constantinople had been insulted by the Turks in 1658, and without declaring war upon the port, Mazarin decided to avenge the insult by aiding the Venetians in their defense of Candia.

The expedition proved a failure, and it was not till a few years later that French troops accomplished the end aimed at by Mazarin by aiding the Imperialists to defeat the Turks in the Battle of St. Gotland.

Mazarin's last negotiations were successfully carried out and proved beneficial to France.

Alexander Berkman echoing this criticism argue that Kropotkin had wrongly treated nations as if they were their governments when in reality the war was being driven by ruling elites, not ordinary people.

Malatesta maintained the position that anarchists should capitalize on the Imperialist war for class war by encouraging workers to resist their own governments and revive genuine International Solidarity.

Although wartime repression made revolutionary activity extremely difficult, he believed the crisis created new opportunities for Insurrection rather than justification for supporting any state.

The anarchist movement emerged from the other side of the Great War fragmented Some of its adherents forever stained by their inconsistency of principle The war forced anarchists to reconsider strategy and revolutionary tactics, and alongside the economic devastation and political instability it unleashed helped create conditions that fueled revolutionary upheavals across Europe most notably the Russian Revolution and the wave of labor unrest that followed the war.

So all of that gets to a big question.

Imperialism was a disaster for a lot of people.

But there were things about what the West was doing to control much of the world that were obviously working.

So the question for people outside the West became, what, if anything, do we take from this?

And then we see the failure of those reforms as confirmation that Asians were somehow just unready or unfit for the benefits that the West had so generously offered.

But if you look at the actual words and actions of Asians who experienced imperialism firsthand, you get a very different picture.

Asian thinkers were critical of the West from the very earliest stages of New Imperialism.

Looking back at the evolution of the intellectuals we've talked about today reminds us that Asians were not simply victims of imperialism's ideology.

And because it marries it so profoundly with warfare, this is where the character of US imperialism gets its

characteristics, essentially.

Imperialism becomes the biological imperative when you marry those two.

And Darwin himself said that genocide was inevitable.
