During startup, ignition is present to establish combustion while the airflow and fuel schedule are changing rapidly.

The engine continues toward idle speed.

Idle is not zero work.

The compressor, turbine, fuel system, lubrication system, and accessories are all operating.

Generators and hydraulic pumps may come online depending on the aircraft.
