So earlier this year, Zenith, which owns the fuel terminal along the Willamette, requested that the city council approve a transfer of the franchise agreement because they want to sell the terminal to a private equity company based out of Florida called I Squared Capital, which sort of has a lot of subsidiaries.

So because one of the major pipelines under the terminal does run through the city's right of way, whoever owns that terminal needs a franchise agreement with the city to basically have rights to run under the city's right of way.
