The discovery was an accident.

In 1965, two radio astronomers named Arno Penzias and Robert Wilson were working with a large horn-shaped antenna at Bell Labs in Holmdel, New Jersey.

The antenna had been built for satellite communication experiments.

Penzias and Wilson were trying to calibrate it for radio astronomy observations, but they kept detecting a persistent low-level noise that they could not eliminate.
