Harford County Sheriff's Office

That's happening back on June 3rd, and the crime happened in Harford County.

So the Harford County Sheriff's Office are the ones who are investigating it.

But again, that was a Baltimore City police officer, and he was on duty.

That is Daniel Oxendine there on your screen.

But we have to wait for everything to shake out, and I think it's relatively early for us to be pointing the finger at anybody here.

In an update to their recent statement on Sunday, Harford County Sheriff's Office said: "At approximately 1:07 PM a female was located deceased off of the Ma & Pa Trail in Bel Air.

The identity of the victim as well as the cause and manner of death are still under investigation.

We firmly believe this is the body of Rachel Morin, but that final determination belongs with the medical examiner and that has not happened yet." Thankfully we don't have too much violent crime in Harford County.

Now, does that mean that somebody's out there prowling right now, waiting for the next person to pop up on the trail? Absolutely not.

Chances are whoever killed Rachel has moved on already and is not anywhere near that trail.

"The Harford County Sheriff's Office announced Sunday that a volunteer community member had helped them find the body of a woman matching Morin's description along the Ma and Pa Trail in Bel Air, Maryland.

The sheriff's office confirmed to People on Tuesday morning after a coroner's report came back that the body was Morin's." So there really wasn't any doubt, but they have to be sure.

Thankfully we don't have too much violent crime in Harford County, but when we have one, I prefer when I can stand here and tell you that the suspect has been arrested or that it's a targeted crime.

And much like what we're hearing out of the Georgia case, our suspect is known to be Hispanic based on some of the DNA evidence that we've collected.

A sketch was released in February of the suspect sought in Morin's homicide case, along with details never been released by the Harford County Sheriff's Office.

Morin was killed along the Ma and Pa Trail in Bel Air in August of 2023.

Her boyfriend, Richard Tobin, reported her missing when she didn't return from her walk on the trail the night before.

Sheriff Gaylor has said that he believes the man who took Morin's life is a serial killer.

According to investigators, the suspect is a Hispanic man in his early to mid-20s and estimated to be five foot nine and weighing around 160 pounds.

The Harford County Sheriff's Office shared a podcast that the investigation has led them to seven different states with 10 federal, state, and local agencies assisting.

Thousands of bilingual flyers have been distributed in Maryland and California, where a DNA analysis of Morin's crime scene matched DNA found at a home invasion and assault of a young girl in Los Angeles.
