But at the time and throughout the 1970s, Teamsters loans were viewed as the milk of economic development in Nevada.

So officials like then Gaming Commission Chairman Harry Reid were often quick to defend the Teamsters loans to Las Vegas, acknowledging that the $67 million to Glick looked a little fishy.

I mean, it's the man came to Las Vegas, borrowed 60-some-odd million dollars from the pension fund, put 31 million of it in improvements in the, uh, Stardust Hotel, uh- Money went into the Fremont down at Echo Bay.

Those are concerns that we have, how somebody could get that kind of money.

The die had been cast.

Las Vegas community leaders and the Argent boys were headed for a fearful showdown.

The state gaming commission decided to draw the line with Frank Rosenthal, calling him forward for a licensing hearing to decide on his suitability to work in the casino business.

A stunned Rosenthal fought back with a massive public relations campaign.

Now, before we start talking about wagering and football, tell our viewers a little of your background with the Gaming Control Board that ultimately brought you into this supervisory position with our sports betting unit.

I've been with the Game and Control Board for about 20 years now.

I worked in the licensing unit with the gaming service providers.

So they have the majority of the waders they want to offer already approved in their sports wagering catalogs.

So it's kind of made our job a little bit easier over the last couple of years.

We've noted on this show the importance for gamblers to... highly consider regulated sites, regulated by the PA Gaming Control Board.

Let's talk a bit about your experience with gamblers, because I know you and your staff, you get the calls, you get the emails, you get people who want to file complaints.

In my experience, I haven't noted that that's the case.

Okay, so I have to go back to your being on the gaming control board.

So when you walked into a – Todd walks into a casino, he's on the gaming control board.

Does everybody, like, hop to, and they all –

No, no, no.

I mean – You're there just to do basic audits, periodic

audits.

When a gaming control board agent shows up to a casino, they're like, hey, they'll have their badge and their letter, and they'll be like – they'll go to the cage or something, like, hey, we want to watch – The count team count the money from the pit, and they'll just let them go into the count room.

Outside of these two states, wagering on sports is illegal in the United States.

According to Russell Guindon, senior research analyst for Nevada's Gaming Control Board, sports wagering reached $2.3 billion in Nevada's legalized sportsbooks in fiscal 1998.

Nevada sportsbooks took in $77.4 million in revenue on college and professional sports wagering.

According to one major strip resort, betting on amateur events accounted for 33% of revenue.

Administrative structure.

In some jurisdictions, the gambling board or commission exercises final administrative authority.

Other jurisdictions, most notably Nevada, have adopted a two-tiered system in which one body, the Nevada Gaming Control Board, exercises administrative authority subject to a separate entity, the Nevada Gaming Commission, that serves as the due process oversight body.

Much of casino regulation is concentrated on the day-to-day operations of casinos.

Yeah.

Because um, there's these stories like oh the, uh, it's the first the Tax Commission and then the Gaming Commission that, that, that turned around in 19...

Uh, I think it was 1960.

Um, "Oh, they pushed the mob out finally." They didn't do anything.

Mm.

And if people don't know about it, that's where ...

That, that's when the, uh, they, they had, the Tax Commission handed over authority to the Gaming Commission, which is supposed to have more g- more abilities.

They, well, I'm not gonna go into too much detail, but they created this black book, and the idea was, well, if there's any, uh, gangster that shows up in your casino, um, that is g-...

Imposing a further layer of affordability checks and duty of care onto vulnerable customers.

And then significantly expanding the enforcement powers on illegal operators of the KSA, the Dutch Gambling Inspectorate.

So there are so many elements of how the Dutch online gambling will be reshaped and where it lands.

It's going to be a very, very tricky affair.
