They created this exemption back in September of 1958, and they passed what was known as the Food Additives Amendment of 1958.

But the problem started way back then because the language of this amendment was so vague.

You see, the FDA eventually had to establish a voluntary notification program in the 1990s because there was so much confusion around these generally recognized as safe ingredients.
