Energy infrastructure company Kinder Morgan has donated over four acres of land to the city of Flagstaff to construct the Shadow Mountain Flood Basin, a regional detention basin to reduce flood and mudflow threats to eastern Flagstaff neighborhoods.

The Shadow Mountain flood basin will help reduce flooding from the 1977 radio fire burn scar on Mount Eldon, as well as repetitive floods from upstream of Flagstaff city limits.

The new drainage infrastructure will improve storm runoff water quality and promote ground infiltration.

In addition to reducing the risk to public health, this also provides an environmental benefit by replenishing the local groundwater aquifer.

Previous flooding in this area occurred in 2003, 2014, 2021 and 2024.

The land donation, which is located between 1400 and 1790 Appalachian Road, marks a pivotal first step in moving forward with the U.S. Army Corps of Engineers Environmental Infrastructure 595 grant and continued project design.

Flagstaff Mayor Becky Daggett remarked, the City of Flagstaff is grateful for the land donation from Kinder Morgan.
