Simple things like keeping all these things outside the 12-mile limit would put them out to sea, but all the inshore sector tends to work within that zone.

And, uh, they know where the fishing effort is at the moment, and they know where the spawning grounds are, so you could avoid all those things to start with, but they didn't.

They've put the one in the Skagerrak, which they've stopped, but that was a good, uh, for shellfish, an area that was, that was possibly the worst place you could pick.
