Dorothea Salo

An ALPR doesn't continuously know where a vehicle is, but put enough cameras in enough places, and those individual snapshots can begin to describe movement, and that is where the privacy debate begins.

[gentle music] Dorothea Salo teaches in the Information School at the University of Wisconsin-Madison, and researches privacy and surveillance.

Her concern isn't simply that a camera photographs a license plate visible from a public road.

It's what happens when thousands or millions of those observations become searchable.
