So here's my question: What counts as making decisions or conferring benefits on the basis of race, color, or national or ethnic origin? According to The New York Times, which covered the regulations, this could include, quote, "Offering targeted support to Black or minority students." By my reading, that could be anything from scholarships that are intended to target minorities or to recruit minorities, or even sponsoring affinity groups for underrepresented minority cohorts.
