And that takes us to the bottom of the list, which was Amendment 8, and that impacts sheriffs and who can basically remove them from their position, and it would in essence make it so that only the Missouri Attorney General could remove certain sheriffs from their position.
E

And just broadly, I I think we've seen, I'm going to pick on our Secretary of State a little bit, Denny Hoskins, who's kind of taken us through the ringer on this business with the redistricting.
E
62:44Eli FlowersGUEST
And I would just point out, you know, that's kind of what we get whenever we get officials that are kind of protected in their position.
E

You know, the Secretary of State is somebody that we don't have any way to recall on even right now.

Did Missouri Republicans learn anything at all from their redistricting failure?
J

And here's my spiciest takeaway, Sarah.
J
11:23Jason RosenbaumHOST
Blaming Secretary of State Denny Hoskins for the September legal train wreck alone absolves responsibility from other prominent Republicans.
J
11:33Jason RosenbaumHOST
So Hoskins definitely was singled out by the Missouri Supreme Court and the U.S. Supreme Court, but he had procedural and rhetorical backup from Governor Kehoe, Attorney General Hannaway, members of the Missouri congressional delegation, and the White House.
J
11:48Jason RosenbaumHOST
So Sarah, what do you take of my extremely provocative take?
J
12:30Jason RosenbaumHOST
So several listeners wrote to me after I made this argument in the Politically Speaking newsletter, which, by the way, you can subscribe at at stlpr.org slash newsletter.

Robert Stout wrote, quote, It is more than just Denny Hoskins being a rogue actor when it comes to acknowledgement of the referendum process in Missouri.

It is that the GOP doesn't like citizen-initiated initiatives or referendums at all.

You had Denny Hoskins doing whatever the heck he's been doing the last several months, just getting beaten down by the United States Supreme Court.
Q
13:19Quinton LucasGUEST
I appreciated Scott Fahn on your radio show last week, who was noting that basically the brand of the Missouri Republican Party lately has been whenever Washington special interests call, they say, "Thank you, sir.

May I have another?" And it has nothing to do with what Missourians want.
GOP Panics

So in this case, they passed this ballot, or they passed this map, and then a whole bunch of signatures were, like hundreds of thousands of signatures were collected, this is many months ago, turned in, and now citizen veto's in place.
J
50:38Jason KanderHOST
And that's, for 200 years, the precedent in Missouri has been that means the law cannot take effect, and it is, it is not the law un- until after the people vote to say, "Yes, we will," or, "We will not make it the law." The Secretary of State of Missouri, Denny Hoskins, and Republicans got together and said, "Well, if we just start holding elections under this map, then we'll force everybody to use this map." And that's what they did, and they acted as if, and they, they did everything to put every possible deadline off as long as possible to make it impossible for the Missouri Supreme Court or any other court to say, "Whoa, whoa, whoa, you're using the wrong map." And that's what they tried to do, and eventually that failed because there were enough signatures, it got to the ballot.
J
51:18Jason KanderHOST
We are gonna vote on that map in November, and that vote will now be whether to use that map or the original less gerrymandered but still gerrymandered map in 2028.
J
51:28Jason KanderHOST
But in the meantime, they, they tried to force it.
R
51:38Ravi GuptaHOST
So what happens now? Like, how do we have candidates?
J
51:41Jason KanderHOST
So, so then the Supreme Court of the state weighed in and was like, "No, wrong map.
J
51:45Jason KanderHOST
You have to use the other map in, in the election." And Denny Hoskins is like, this happened a few weeks ago, was like, "No, there's still a federal case going on," right? And he's like, "We're gonna keep using this map." So the state Supreme Court did something I have never seen with, uh, a s- a election official or a statewide official, which is they held Denny Hoskins in contempt.
J
52:06Jason KanderHOST
And then the US Supreme Court, twice, Kavanaugh was like, "No, you gotta use the old map." Agreed with the state Supreme Court.

So this group called People Not Politicians got 300,000 Missourians, um, to say, "We should vote on this." Um, and that had the effect, as the Missouri Supreme Court held about three weeks ago now, of preventing the 2025 map from going into effect.
S
28:14Steve VladeckGUEST
Um, one small problem, Missouri's Republican Secretary of State, Denny Hoskins, used it anyway-

They turned in more than 300,000 signatures in December of last year to put the new map on the ballot this November as a referendum.
I
4:13Imani GandyHOST
And Missouri's Republican Secretary of State, this dude Denny Hoskins, sat on those signatures for eight fucking months.
I
4:22Imani GandyHOST
Eight months.
I

He rejected this petition on August 4th, the last possible day, and then ran the entire August primary on the gerrymandered bullshit Trump MAGA map.
I
8:18Imani GandyHOST
That's what SCOTUS said.
I
8:20Imani GandyHOST
Purcell just says federal courts can't do that shit, you know, unless the Supreme Court decides they can, because the Supreme Court has never actually said how close counts as close to an election, so it basically gets to decide case by case.
I
8:36Imani GandyHOST
And the justices pinned the last-minute instability right where it belongs, not on the Missouri Supreme Court, but on Denny Hoskins, who's the Republican secretary of state who knew back in May that the 2025 map might never become law but ran the August primary on it anyway.
