Wigman is told by Sung-See to bring Helm and Gale to Big O headquarters alive.

While there, Sung-See informs them that Cowboy wants to kill Helm personally and claims that Big O has now taken over the targeting of any missile in a 500-mile radius, and they will redirect a missile to Alamo Gordo, where a nuclear bomb test has just occurred underground.

This will irradiate the southwest of the United States and the Russians will be blamed causing war to break out.
