Kollel Chabad was started by the first Lubavitcher Rebbe in the 1700s to help support those people who he k- encouraged to move to Israel after he bought large tracts of land in Israel, in the city of Hebron and Jerusalem, I think in Safed also with the Tzemach Tzedek, the third Lubavitcher Rebbe, and has been an ongoing organization ever since.
