And so by the time I got there in 1994, the World Bank had asked me to film a baseline study of the Loess Plateau to be able to measure what kind of changes would take place if the Chinese made these interventions.

And the World Bank had provided the Chinese government, the Ministry of Water Resources, the Chinese Academy of Sciences, the Academy of Social Sciences, the ability you know 500 million dollars in a revolving development loan which meant they could use this money and if they were able to generate income and pay it back then they could take it again because it's like your checking account or like your credit card account and so The Chinese said, all right, in order to do this, we're going to have to go out to this place, which is huge.

And basically everyone who lives there is desperately poor, poorly educated, a lot of illiterate people and a lot of people in despair because they've been experiencing famine and they're miserable.

Yeah.
