And it was governed by a board of supervisors, essentially appointed by Disney because they lived in that area.

And let me speculate for a moment about what may have been one of the reasons behind this.

Disney was reviving plans for this hotel development during the same period that Governor DeSantis was battling with Disney over the Reedy Creek Improvement District, later called the Central Florida Tourism Oversight District or CFTOD.

with a tacit threat from DeSantis to slow walk permitting on any new Disney project, unless Disney was more amenable to some of DeSantis' concerns, which largely involved cultural issues.

Again, I'm speculating here, but in that political environment, It would have been far easier for Disney to revive a previously approved set of architectural plans for a resort hotel than to submit a new or revised set of plans.
