The statement starting with Moses and going on to the prophets, those lines are a reference to the Jewish canon, or in layman's terms, the Bible that the Jews used that they referred to as sacred scripture So the Jewish Bible at the time of Jesus, and this has been demonstrated, is exactly equal to the 39 books of the Old Testament.
