But we are very open to making sure that on all issues that there's transparency, there's appropriate practices that the invaluable state tax dollars and federal tax dollars that Californians pay are spent efficiently and wisely and that they deliver, that there's return on investment, that they're not wasted, that they're not misused or abused, that they are turned into services and conditions that make people's lives better here in California.

Amber R. MaltbieGUEST

Um, all of that was in effect in twenty twenty-four.
Amber R. MaltbieGUEST
4:49
Um, because of some of the practical effects that were seen with the Levine Act being applied in twenty twenty-four, additional amendments were made through the legislature and then again through the FPPC's regulation process to clarify and revine-- to, and, um, refine how the Levine Act applies.
Amber R. MaltbieGUEST
5:11
Um, slide please.
Amber R. MaltbieGUEST
5:18
So the Levine Act has three buckets, uh, or three components, um, in application.
Amber R. MaltbieGUEST
8:00
So breaking down what all of this means, I thought it made sense to start with what exactly is a proceeding, because all of these restrictions revolve around when there is a proceeding happening before an agency.
Amber R. MaltbieGUEST
8:14
So the, the Levine Act applies when you have a proceeding before an agency involving a license, a permit, or an other entitlement for use, which is defined as all business, professional, trade, and land use licenses and permits and all other entitlements for use, and this is a really important term, um, including land use, entitlements, contracts, and franchises.

Amber R. MaltbieGUEST

Susan ShelleyHOST
48:19
Well, they certainly do waste a lot of your money, and then they come to you for a tax increase, and then they spend your money trying to persuade you to vote for the tax increase.
Susan ShelleyHOST
48:28
We have to put a stop to this, or at least, at the very least, we have to put back that two-thirds vote requirement so that we don't have these citizen initiative tax increase exceptions to the rule, which...

Gary HoffmannHOST
18:15
Um, they actually had filed, if you remember, against Tom Steyer's governor's campaign, have now submitted complaints to the Fair Political Practices Commission and the LA City Ethics Commission accusing Nithya Raman's campaign of paying influencers without proper disclosure.
