Bipartisan Safer Communities Act

All right.

From from import ban, you know, all the way up to the bipartisan, quote, Safer Communities Act under the Biden administration that didn't make anything safer, made it worse.

Basically collecting more data on gun purchases.

No, I mean, we have consistently lost.

And to be honest, it's kind of hard to answer the question, too, because we still need more time to go by and see how many more young people get elected and what impacts they have.

I would argue that without the March for Our Lives movement, the Safer Communities Act that was passed, the first piece of gun violence legislation passed in nearly 30 years, wouldn't have been passed if it wasn't for that youth-led movement.

Again, it's not just because of Gen Z that this stuff happened, because it was signed into law by our oldest president, Joe Biden.

So it just goes to show like it's a multi-generational fight.

There were some other issues.

The biggest one, though, I think was kind of the, you know, the really the straw that broke the camel's back, so to speak, was his 2022 compromise with the Biden administration on what they called the, and this is such a stupid, ironic name, the Bipartisan Safer Communities Act, which was a giant gun control package.

And Cornyn, and we've had, Cornyn was on the program We debated it.

And his response, which I still disagree with to this day, was that he was trying to buffer the negative impact and just make it less worse.

The Department of Justice today, it announced it has submitted to the Federal Register a notice of proposed rulemaking that would clarify the circumstances in which a person is, and I quote, "engaged in the business of dealing in firearms and thus required to obtain a license and run background checks." Good thing.

The Bipartisan Safer Communities Act, which is BSCA, enacted June 25th of 2022.

What that did is it expanded the definition of engaging in the business of firearms dealing to cover all persons who devote time, attention, and labor to dealing in firearms as a regular course of trade or business who predominantly earn a profit through their, uh, repetitive purchase and sale of firearms.

Okay, on March 14th, Joe Biden issues Executive Order 14092.

Now, today's proposed rule would amend the Bureau of Alcohol, Tobacco, Firearms, and Explosives, the ATF as we know, regulations.

It would, it would, it would amend the regulations by, among other things, conforming ATF's regulations to the new BSCA definition and further clarifying the conduct that presumptively requires a license under that revised definition.

And this is a quote, "The Bipartisan Safer Communities Act was passed by Congress to reduce gun violence, including by expanding the background checks that keep guns out of the hands of criminals." That's from Attorney General Merrick Garland.

Went on to say, "This proposed rule implements Congress's mandate to expand the definition of who must obtain a license and conduct a background check before selling firearms." Went on to say, "An increasing number of individuals engaged in the business of selling firearms for profit have chosen not to register as federal firearms licensees, and that's required by law."
