We see that in verses seven and eight.

"They set apart Ke- Kedesh in Galilee in the hill country of Naphtali, Shechem in the hill country of Ephraim, and Kiriath Arba in the hill country of Judah." Those are on the west side of the Jordan.

"East of the Jordan, on the other side from Jericho, they designated Bezer in the wilderness of the plateau in the tribe of Reuben, Ramoth in Gilead, and Golan in Bashan, in the tribe of Manasseh." They're spread out so that people, wherever they're living or settled in Israel, can find relatively easy access to that place of refuge.

There's a fairness and accessibility in this strategy for justice.

The remaining descendants of Merari received the towns of Jokneum, Karta, From the territory of Reuben, east of the Jordan River, opposite Jericho.

They received Bezer, a desert town, Jahaz, Kedemoth, and Mephiath, each with its pasture lands.

And in those 48 cities, there was also six very special cities, and they were known as the cities of refuge.

They were in Kadesh, Shechem, Hebron, Bezer, Ramot, and Golan.

And they have their own special role and feature within the nation as well.

and out of the tribe of Gad, Ramoth and Gilead with its suburbs, and Mahanim with its suburbs, and Heshbon with its suburbs, and Jazer with its suburbs.
