And on Monday of this past week, September 28th, just a day before the UN Security Council voted to extend the gang suppression force, a Sri Lankan unit of the mission carried out an operation against an armed group in Artibonite.

Am I saying that right?

Mm-hmm, yeah.

Now, I'm really very skeptical about all of those, uh, promises simply because when you look at the security situation in Haiti, it very difficult to see how you can have credible elections.

I mean, Port-au-Prince and Artibonite represent something like 60% of the population.

Uh, and I doubt that you can get more than 5% of the population registered in those two areas.

But it's not just that.

Not even the taming of the gangs, but that the violence is no longer as, uh, acute.

Mm.

And that, that, uh, some of the areas in Port-au-Prince and then Artibonite will be gradually coming under control, but that's not clear at all.

I mean, as you know, the airport, international airport in Haiti is in Port-au-Prince, and it is closed to international flights.

Together, the Dutch and Latin American reporting documents active multi-front obstruction in more specific terms than surfaced anywhere else in this edition's search.

Gang members killed at least 11 civilians in Haiti's Artibonite region Monday.

The attack was retaliation after a U.N.-backed security force dismantled illegal gang toll points nearby.

Mayor Hubert Seniac said the death toll may reach 12.

He remains in captivity with his six-year-old daughter.

And several other important public officials have been kidnapped, including one this weekend in the Artibonite region.

put pressure on the Haitian government and to deter security operations in their strongholds.

And these security operations presumably would intensify when the gang suppression force gets underway.
