Tomorrow, former Oakland Mayor Sheng Tao is back in court for week two of a federal corruption trial.

Tao, her former romantic partner Andre Jones, and California Waste Solutions executives David and Andy Duong are facing charges of bribery and fraud conspiracies.

Prosecutors allege the Duongs bribed Tao and Jones to receive city contracts meant to solve Oakland's homeless crisis.

All defendants have pleaded not guilty.

This week, the trial of former Oakland Mayor Sheng Tao began.

Tao, her former romantic partner, Andre Jones, and David and Andy Duong of California Waste Solutions are accused of conspiring to commit bribery.

Federal agents raided their homes and offices more than two years ago, and all four have pleaded not guilty.

The trial is expected to last about six weeks, and this week, 12 jurors were selected and heard opening statements from the prosecution and defense.

Right, [laughs] if you can think back to then.

And then in June 2024, all of Oakland was totally shocked by the appearance of the FBI at Tao's home that she shared with her then partner, Andre Jones, and the homes and offices of two of Oakland's recycling contractors, David and Andy Duong.

Immediately, we didn't know why they were there.

KCBS's Shannon Golden reports from the Oakland Federal Courthouse where different pictures of former Mayor Sheng Tao are emerging in the opening statements of her trial.

On the one hand, you've got the government attorney arguing Tao certainly played an active role in this scheme alongside her boyfriend Andre Jones and David and Andy Duong, father and son execs at California Waste Solutions.

He alleges that they agreed to help smear her campaign opponent back in 2022 and funnel Tao and her boyfriend cash in exchange for political favors once she was in office.

Tao's attorney clapping back in his initial statement to the jury, arguing that her connection to all those involved was purely in a mayoral capacity.

Now, the allegations, they center on the alleged bribery scheme tied to California Waste Solutions and an FBI raid at Tao's home more than two years ago.

Tao, her partner Andre Jones, and recycling executives David and Andy Duong have all been charged.

Now jurors are about to hear evidence for the first time.

This trial's expected to last six weeks.

But it's very important for both sides to try to get a jury that will come into this case without a preexisting bias, because Ms. Thao has become very vilified in the media, and she was actually recalled by the voters.

Now, this trial is set to happen two years and four months after the FBI raided Sheng Thao's house, and also charged in the FBI bribery and corruption case against her is her partner, Andre Jones, as well as father and son businessmen, David and Andy Duong from California Waste Solutions.

So jury selection is set to start at 9:00 this morning.

Opening statements are expected tomorrow.

And one big challenge, according to legal experts, will be selecting jurors that aren't influenced by the high-profile nature of this case.

Now, along with former Oakland Mayor Tao, her partner, Andre Jones, is also charged in the federal bribery and corruption case.

Also charged are David and Andy Duong from California Waste Solutions.

Now, a legal analyst I got to speak with said one thing he'll look at closely is the defense strategy, whether the defendants will stand together or be divided.

Juarez recounted, Individual 1 was paid $300,000 in cash in a black gym bag.

He knew the amount because, quote, "Juarez helped count the money." Duong's lawyers tried to exclude that video from the trial, telling the judge, "These claims, which principally concern supposed millions of dollars in bribes, are unrelated to the charged scheme." But Judge Yvonne Gonzalez Rogers is allowing the jury to see this video as evidence and to hear several phone calls recorded by Andy Duong.

Exhibit 6, in April of 2019, CWS faced accusations that it was overcharging customers.

Prosecutors say then Councilperson Sheng Thao provided Andy Duong with information on sensitive internal city council deliberations.

Noelle feels like there should be a refund of some sort.

This is where Rebecca got caught up because she didn't have an answer for it.

Prosecutors say the recording shows the deep and long-term relationship between Thao and the Duongs and CWS, and their modus operandi of conducting sensitive meetings in person and in private.

So if you remember last year, Tao, her longtime partner, Andre Jones, and David and Andy Duong, their family owns California Waste Solutions, which is the city's recycling contractor, were all indicted on bribery, conspiracy and fraud charges.

Prosecutors have alleged the four engaged in a corrupt relationship in the lead up to the 2022 Oakland mayoral election and in the months after.

And they allege that Tao agreed to use her authority as mayor to take certain actions that would benefit the Duong's companies and that in exchange, the Duong's agreed to pay for negative political mailers attacking her opponents in that election and pay Jones through a no show job.

All four of the defendants have pleaded not guilty.
