However, at today's press conference in the Oval Office, the U.S. Commerce Secretary Howard Ludnick indicated when asked by a reporter that the deal was done.

He said, no, this doesn't depend on any state tax breaks that Iowa might provide.

So it's not really clear now whether a special session would be needed to pass those incentives.

do also want to note last week's decision means the plaintiff's attorneys won't be able to obtain internal documents and communications related to how that Iowa poll was conducted.
