There still is a military air traffic control command in the US, but we got rid of that in Canada.

So Transport Canada and the Minister of Transport, through the Aeronautics Act, is the sole arbiter of space.

And so we had to do something, and we came to the conclusion very quickly that we had to close Canadian airspace.

But we also decided not to do what the Americans had done, which was to force planes to land at the nearest airport.

Tell me this, who made the ultimate decision to close down our airspace and prevent any flights from taking off at that moment?

Well, that was me.

As Margaret explained to me, my deputy, you have the authority under the Aeronautics Act.

We have to do this very quickly.
