Then once the EIA is granted, if you want to appeal against it, the appeal is to the Minister of Environment rather than to an independent environmental tribunal or something as is the case in other countries.

There is another appeal onward from the Minister of Environment to the Administrative Court.

But the process of appealing to the minister, there's no clear procedural guidelines, there's no timelines, it doesn't suspend the operation of the project, so you can appeal against it.

And the project just simply continues.
