Yes, commitment problems.

Even nations have commitment problems, particularly when you make promises like, "I won't break a ceasefire rule." Can I maintain that commitment? And so when you have two nations fighting and they want to stop fighting, they have to be able to control the people with the guns.

If it's a civil conflict, for instance, then the rebels might not have full control of all of the different, um, armed branches of their organization.

That can make commitment problems harder to resolve.

Other kinds of commitment problems come about because the political dynamics inside the nation, um, are complicated.

So for instance, it may be that elites in a country are very much in favor of a war continuing, but that the populace is not.
