They claimed in their research that they could reduce auto theft by 20% by having low-jack devices on cars.

The puzzle was, and I noticed this, that you have states that regulate insurance company premiums.

Some states would mandate that if the customer put a LoJack device on a car, you'd have to lower the insurance premium by $1,000.
